The SCPCD has identified a number of key issues that need to be addressed for characterization of the Yucca Mountain site. A variety of complex experiments have been proposed in an attempt to address these issues. Although a lot of time, money and effort has been spent on characterizing the Yucca Mountain area to date, there are still many unresolved technical issues. Since many of the experiments proposed in the SCPCD have never been done in an unsaturated fractured media, it is impossible to tell if they will be successful. Results of these experiments may indicate that new test designs or data collection procedures are needed to address the issues. Our approach to reviewing the SCPCD has been to first identify key technical issues which have not been resolved and to make specific comments associated with the hydrologic experiments proposed.
