The First International Conference on Developing the Shelf of Arctic Seas of Russia was held in St. Petersburg on Sept. 21-24, 1993 and was devoted to problems of developing offshore oil and gas fields in the Arctic, especially the Shtokman and Prirazlomnoe oil fields in the Barents Sea. The leadership of the Russian Federation has passed and drafted resolutions aimed at drawing the resources of the shelf into the national economy. For this to happen, the conference focused on presenting recommendations regarding: development of the Russian shelf in the Arctic; the use of domestic enterprises, including the defense industry, for development of hydrocarbon resources; provisions for technical and ecological safety of the projects; developing standards related to economy, law, and safety; training of Russian personnel; and international cooperation in the development.
