Capturing environmental and economic externalities: Evaluating the total fuel-cycle impacts of biomass

Public utility commissions (PUCs) and utilities are increasingly attempting to address and quantify the hidden societal cost of fuels, also called {open_quotes}externalities.{close_quotes} Under a project funded by the Northeast Regional Biomass Program of the U.S. Department of Energy, DynCorp{sm_bullet}Meridian has evaluated approaches to account for environmental and other socioeconomic externalities associated with biomass-based electricity production in the Northeast, taking into account the complete fuel cycle. Methodologies to date have primarily focused on combustion emissions and have not addressed the {open_quotes}upstream{close_quotes} total fuel-cycle perspective necessary to include the carbon uptake involved in biomass growth and production. The report reviews a range of approaches available for addressing environmental and socioeconomic externalities and considers methods for addressing total fuel-cycle considerations of biomass and conventional fuels.
