A two-phased improvement program for the spallation neutron facilities at LANSCE is underway and scheduled to be completed early in 1998. The primary goals are a beam reliability or availability of 85% or greater, a capability for routine and sustained beam operations for eight months per year, access to the experimental room (ER-1) closest to the neutron production target with beam on, and 100 {mu}A average beam current from PSR. Many reliability improvements are included in the project along with implementation of direct H{sup {minus}} injection into PSR and a major upgrade of the target/moderator system.
