In 1990 the Defense Base Closure and Realignment Act established the formal process to identify those Department of Defense (DOD) facilities which are suitable candidates for realignment. The 1990 Base Closure Act serves to accommodate the reduction in DOD forces by identifying which activities may be relocated and which DOD installations may be permanently closed, eventually allowing real property transfer at the closed installations according to environmental requirements of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). In July 1991 the Army Research Laboratory, Woodbridge Research Facility (WRF), Woodbridge, Virginia, was recommended for closure by 1991 Base Realignment and Closure (BRAC 91). As per BRAC 91, the U.S. Army closed WRF on 1 6 September 1994 and plans to dispose of the property before the 1 October 1997 deadline. The U.S. Army Environmental Center (USAEC), Aberdeen Proving Ground, Maryland, directed The Earth Technology Corporation (EARTH TECH) to complete a Supplemental Site Inspection (SSI) of the WRF installation. This SSI is being conducted as part of the U.S. Army Installation Restoration Program (IRP) with all specific activities and project responsibilities as defined in contract number DAAA1 5- 91-D-0009, Delivery Order 0001. Project-specific administration and technical supervision of this delivery order are provided by USAEC-Base Closure Division.
