A Quality Assurance Program Plan is presented for use by the Reactor Division of the Oak Ridge National Laboratory in the design, construction, and operation of the Failed Fuel Mockup Test Stand in support of the Liquid Metal Fast Breeder Reactor Program. The Quality Assurance Program Plan sets forth requirements, policies, and procedures for planning, managing, conducting, and evaluating processes, structures, components, and systems. Quality Assurance Procedures covering Management and Planning, Design and Development, Procurement, Fabrication and Assembly, Installation, Operation, Maintenance, Modifications and Audit are included. These procedures are based on proven practices at ORNL. Implementation of these procedures provides the means of control and verification whereby those responsible for project management can assure that the quality required for safe, reliable, and economical operation will be achieved.
