Success stories? an analysis of stakeholder involvement in the Department of Energy`s Office of Environmental Management

In several studies conducted by the Office of Environmental Management, the Department of Energy (DOE) has begun its first analysis of the benefits of stakeholder involvement. The studies seek to determine how public participation in DOE activities has contributed to cost savings, has changed the course of action for environmental projects, and has influenced the priorities of a national environmental program. This presentation will discuss the results and conclusions of following three studies: Stakeholder Survey of Trust and Confidence; the Success Stories study; and the Site-Specific Advisory Board Evaluation. These studies are taking their data from environmental management projects at Department of Energy sites throughout the United States. The studies of stakeholder involvement are currently analyzing the role of several variables in stakeholder involvement including the climate surrounding the environmental project or decision, the strategies used by DOE, the nature of the actual interactions, the attempts to reach consensus among interested parties, the role played by primary decision-makers, the goals set by the Department or by its stakeholders, and the revision of strategies during the stakeholder involvement process. Based on this analysis the planning and execution of future stakeholder involvement activities in Environmental Management will be improved. The study goal of establishing a set of factors that characterize successful stakeholder involvement within the Environmental Management program, will allow inference as to stakeholder involvement in other Federal and private environmental projects.
