NIST and the Organizing Committee for the 1994 Conference on Pecision Electromagnetic Measurements held in Boulder. This is the nineteenth in this biennial conference series. CPEM was first held in Boulder in 1958. CPEM 94 was extended to five days to accommodate the extra sessions that we felt would be needed for the special theme on the fundamental constants.
