Administrative record for the Installation Restoration Program

This paper provides an overview of the process involved in the establishment and maintenance of Administrative Records (AR) at Headquarters, Air Combat Command (HQ ACC) installations. It also provides information on the current HQ ACC administrative support contract. The Installation Restoration Program (IRP) is a Department of Defense (DOD) Program, similar to the Environmental Protection Agency`s (EPA`s) Superfund program. It is designed to identify, investigate and clean up past substance (IRP and the Superfund program cover contamination by waste as well as the broader category of substances, i.e. materials which were not necessarily waste meant for disposal) disposal/release sites that are causing or are expected to cause environmental contamination. The initial law that established the Superfund program was the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) of 1980. CERCLA was amended by the Superfund Amendments and Reauthorization Act (SARA) in 1986. SARA Section 211 established the Defense Environmental Restoration Program and Fund Account which is the basis for the IRP.
