Approximately 110 pull-out tests were conducted on grouted anchors cast in the laboratory in order to investigate the effect of grout rheological and mechanical properties on the behavior of anchorages cast under dry and submerged conditions. The anchors consisted of 19-mm steel bars with two different embedment lengths of 2.5 and 5 d{sub b} under dry and submerged conditions (d{sub b} = bar diameter). Five types of cement grouts were used in this investigation, of which contained Type I cement and a water-to-cement ratio of 0.40. The grouts had various concentrations of high-range water reducers (HRWR), rheology modifying admixtures (RMA), and silica fume. The RMA and HRWR were jointly incorporated to enhance both fluidity and resistance dilution. The test variables were embedded length, rheological and mechanical properties of the grout, as well as the casting conditions, under versus above water. The test results showed that properly designed grouts can be easily cast into place, yet cohesive enough to resist washout. As a result, the difference between pull-out load obtained in both dry and submerged conditions can be significantly reduced by using such optimized grouts.
