OFFICE OF GEOTHERMAL TECHNOLOGIES Geothermal Heat Pumps for Federal Buildings The U.S. Government spends approximately $8 billion annually on its energy needs. To reduce energy use in Federal buildings, President Bill Clinton issued Executive Order 13123 in June 1999, which calls for a 35% reduction in Federal energy use from 1985 levels by 2010.
