The poloidal rotation of tokamak plasmas is studied in the plateau regime. It is shown that the relaxation rate is given by {ital v}{sub {ital T}}/({ital qR}){cflx @}gn{sup 1/3}{ital O}(1), while the inertia enhancement in this regime is 1+{ital q}{sup 2}{cflx @}gn{sup {minus}1/3}{ital O}(1), resulting from the time-dependent parallel viscosity, where {ital q} is the safety factor, {cflx @}gn={epsilon}{sup 3/2}{nu}{sub *} is the plateau collisionality parameter ({epsilon}{sup 3/2}{lt}{cflx @}gn{lt}1), {epsilon} is the inverse aspect ratio, and {nu}{sub *} is the standard neoclassical collisionality parameter. An evolutionary equation for the radial electric field is derived. {copyright} {ital 1995} {ital American} {ital Institute} {ital of} {ital Physics}.
