Title: Air sampling and analysis of a low temperature thermal treatment unit at a hazardous waste site

Between the mid-1960`s and 1986, a major electronics and automotive company operated a ball bearing manufacturing plant in Central Connecticut. The property, which occupied approximately 6 acres, consisted of a 150,000 square foot manufacturing plant, a lagoon and two parking lots. Typical plant operations included a variety of cutting, grinding, sand blasting and decreasing activities. As was the case with many industrial manufacturers of that time, waste materials generated at the facility, including cutting oils, hydraulic fluids and metal shavings, were disposed of in on-site lagoons. In 1987, the manufacturing facility was decommissioned and the building razed. During the decommissioning process, a site investigation report revealed large areas of soil impacted with total petroleum hydrocarbons (TPH). Consequently, a remedial action plan was developed for the site recommending the use of low temperature thermal treatment for remediating the TPH-laden soil. Presented as a case study, this paper focuses on the effectiveness of the air pollution control equipment and the sampling procedures used to conduct emissions testing. The operating conditions and the performance specification of the control equipment are discussed and the air testing methodology, including various USEPA Reference Methods, presented. In addition, test results are compared to the Best Available Control Technology limits imposed on the facility.
