Fort Wayne Reduction Site: Drum removal -- a case history

This paper presents a case study on the buried drum removal phase of the CERCLA Remedial Action at the 10-acre western portion of the Fort Wayne Reduction Site, Fort Wayne, Indiana. Industrial waste, drums and residual ash from on-site incinerator operations were placed in the landfill. Other major phases of the remedial action include: design and construction of a groundwater collection trench, vertical hydraulic barrier, soil cover (cap) and a groundwater treatment facility. Over 23,600 drums have been removed out of an estimated 26,000, as of March 11, 1994 making this project one of the largest drum removal projects in USEPA Region V, and one of the largest in the country. Drum removal is being conducted to remove ``source contamination`` from the Site, as the Site contains a containment/extraction system to manage groundwater. Similar regulatory assistance and variances could be applied to other sites with similar situations and lessons learned during the Remedial Action are presented. The design of the drum removal activities included specifications, drawings, and model work plans. Drums containing waste were sampled, logged, photographed, and overpacked. Drums are staged until their PCB screen and on-site fingerprint (compatibility) analyses had been determined and then either re-staged or consolidated. Also presented in this paper are various innovations such as a ``drum ripper`` to increase production and safety of solids consolidation; regulatory issues and variances such as PCB handling and storage requirements, and progress measurement and milestones.
