Title: Project management of facilities in transition: The PUREX/UO{sub 3} deactivation project

The Plutonium-Uranium Extraction (PUREX) Plant and the Uranium Trioxide (UO{sub 3}) Plant were chemical reprocessing facilities for separating and treating plutonium and uranium from nuclear fuel. The PUREX/UO{sub 3} Deactivation Project is the first project within the Department of Energy (DOE) complex to transition these types of facilities from an operational status to a safe shutdown condition. This transition process or {open_quotes}deactivation,{close_quotes} places the facilities in a condition where Decontamination and Decommission (D&D) activities can be initiated. The challenge facing the PUREX/UO{sub 3} Deactivation Project is to complete the deactivation activities as safely, quickly, and cost effectively as possible so the project can be used as a model for other DOE facilities. Several barriers have been identified which could impact the success of the project. Initiatives designed to improve communications; take advantage of commercial experience; control cost, schedule and technical baselines; and emphasize roles and responsibilities have been implemented to remove these barriers and enhance the probability of success for the project.
