Title: Integrated Assessment Modeling

Abstract

This paper discusses the role of Integrated Assessment models (IAMs) in climate change research. IAMs are an interdisciplinary research platform, which constitutes a consistent scientific framework in which the large-scale interactions between human and natural Earth systems can be examined. In so doing, IAMs provide insights that would otherwise be unavailable from traditional single-discipline research. By providing a broader view of the issue, IAMs constitute an important tool for decision support. IAMs are also a home of human Earth system research and provide natural Earth system scientists information about the nature of human intervention in global biogeophysical and geochemical processes.

  • The assessment of Texas lignite development was conducted by Radian Corporation of Austin, Texas, assisted by a review panel comprised of some thirty representatives from government, industry, academic and public interest groups, and sponsoring agencies. This document summarizes the results of the study. It is organized along the lines of the four major steps - or tasks - involved in the assessment: the Development Scenario attempts to determine how much lignite development might occur and what factors influence this development; the Siting Analysis seeks to determine where lignite and coal use is likely to occur and whether the projected numbermore » of lignite and coal facilities can be accommodated given several key siting limitations; the Impact Analysis identifies probable environmental and socioeconomic impacts which are likely to occur based on the magnitude of development and siting patterns indicated in the first two tasks; and the Policy Analysis identifies the major policy issues which relate to each of the three preceding tasks and assesses alternative means of resolving the issues based on various policy objectives.« less
  • An outgrowth of the recognition that the varieties of impact assessment have much in common, and that the common elements are a sound basis for an intellectual framework, this book incorporates contributions from leading practitioners of technology, environmental, and social impact assessment. The authors describe integrated impact assessment; address specific assessment components, such as policy analysis, values, and institutional analysis, relate assessments to such larger societal contexts as planning, management, and public decision making; present summaries of five energy-related assessments; and consider the institutionalization of impact assessment in U.S. government, U.S. industry, and, by way of contrast, Eastern Europe.
  • As part of the Direct Liquefaction Advanced Concepts project being undertaken jointly by the Center for Applied Energy Research (University of Kentucky), Consol Inc., Sandia National Laboratories and LDP Associates, some preliminary economic assessments of various potential options have bene performed, in order to give guidance to the experimental program. For the purpose of these initial assessments it has been assumed that capital and operating costs each contribute $20 per barrel to the crude oil equivalent (COE) product cost. The cost of catalysts is so high that quite expensive means for decreasing it could be worthwhile e.g. increasing reactor sizemore » substantially in order to reduce the catalysts operating temperature, solvent hydrotreating, and catalyst regeneration. There is a big incentive to reduce hydrogen cost by rejecting the coals oxygen as CO{sub 2} rather than H{sub 2}O and by reducing the C{sub 1}-C{sub 3} gas yield. Pretreatments of coal, e.g. by CO or fine grinding, have to confer substantial downstream processing benefits to recoup their costs.« less
  • Many researchers are working on all the separate parts of the climate problem. The objective of integrated assessment is to put the results from this work together in order to look carefully at the big picture so as to: (1) keep a proper sense of perspective about the problem, since climate change will occur in the presence of many other natural and human changes; (2) develop the understanding necessary to support informed decision making by many different key public and private actors around the world; and (3) assure that the type and mix of climate-related research that is undertaken willmore » be as useful as possible to decisions makers in both the near and long term. This paper outlines a set of design guidelines for formulating integrated assessment programs and projects and then outlines some of the current problems and opportunities. Selected points are illustrated by drawing on results from the integrated assessment research now in progress at Carnegie Mellon University.« less
  • MERGE combines the Global 2200 model of world energy and carbon emissions with a climate and damage model. Original features of MERGE include a time scale through 2200, a five region breakdown of costs and damages, and an explicit nonmarket valuation function. The current version of the model implies that greenhouse gases, if left unchecked, will double by 2050, temperatures will increase by 2.5 C by 2090, and damages will reach a present value of $1.6 trillion through 220. The model predicts that carbon emission and stabilization programs, over the next 60 years, will be expensive and have limited impactmore » controlling GHG concentrations through 2050.
