A framework for evaluation of alternative Automated Highway System (AHS) deployment concepts is developed with respect to life-cycle costs and benefits. This framework is applied to a range of scenarios to capture benefits and costs on both a highway and national basis. Features include: (1) evolutionary approach to AHS development; (2) original cost estimates for the vehicle and infrastructure; (3) formal assessment of risks and uncertainties; and (4) extrapolation of results to a national scale. This is Volume 1 of six volumes.
