Title: Consolidation of independent control systems to a station-wide distributed control system

This paper discusses the methodology used to implement a feasibility study including cost estimates for incorporating independent control systems into a station-wide DCS for operation from a central control location. Systems are either incorporated directly into the DCS or datalinked into the DCS plant wide communication loop. The systems requiring consolidation include combustion and burner management control, turbine and generator control, pump control, fire protection, precipitator, sootblowing, demineralizing, fly ash handling and other miscellaneous areas. Alternate consolidation scenarios were developed from which recommended modifications to existing control room and logic rooms were made or new locations identified, based on technical feasibility and installation costs. Estimates included DCS equipment and vendor services, field devices, HVAC and UPS requirements, demolition, new equipment installation and engineering services. Final recommendations were developed and options presented for consideration. Project implementation schedules were developed including engineering, vendor fabrication, pre-outage and outage construction periods.
