The 101st Congress finally adjourned on October 28th after passing a deficit reduction package and a budget for FY 1991, as well as a Clean Air bill. The utility industry was an easy target for Congressional fundraising, and as a result of these new laws, utilities will be required to pay increased user fees and taxes, and incur additional expenses to meet new emission control requirements. The uranium enrichment restructuring bill was attached to the Senate version of the deficit reduction legislation, but was not included in the final bill.
