New England power pool: A bridge to competition

This article is a discussion of power pooling efforts in New England. The choice is between the type of initiative proposed in California (PoolCo), which emphasizes reliable system operation, short-term efficiences through central dispatch, and a single market price; and the bilateral contract model, which stresses competition, multiple dispatches, and customer choice. A description of the New England Power Pool (NEPOOL) is given, and applications of both PoolCo and the bilateral contract model to NEPOOL are discussed.
