Hazards assessment for the Waste Experimental Reduction Facility

This report documents the hazards assessment for the Waste Experimental Reduction Facility (WERF) located at the Idaho National Engineering Laboratory, which is operated by EG&G Idaho, Inc., for the US Department of Energy (DOE). The hazards assessment was performed to ensure that this facility complies with DOE and company requirements pertaining to emergency planning and preparedness for operational emergencies. DOE Order 5500.3A requires that a facility-specific hazards assessment be performed to provide the technical basis for facility emergency planning efforts. This hazards assessment was conducted in accordance with DOE Headquarters and DOE Idaho Operations Office (DOE-ID) guidance to comply with DOE Order 5500.3A. The hazards assessment identifies and analyzes hazards that are significant enough to warrant consideration in a facility`s operational emergency management program. This hazards assessment describes the WERF, the area surrounding WERF, associated buildings and structures at WERF, and the processes performed at WERF. All radiological and nonradiological hazardous materials stored, used, or produced at WERF were identified and screened. Even though the screening process indicated that the hazardous materials could be screened from further analysis because the inventory of radiological and nonradiological hazardous materials were below the screening thresholds specified by DOE and DOE-ID guidance for DOE Order 5500.3A, the nonradiological hazardous materials were analyzed further because it was felt that the nonradiological hazardous material screening thresholds were too high.
