The US Environmental Protection Agency`s ``contained-in`` policy and its impact on groundwater issues at Oak Ridge National Laboratory

This report discusses the contained-in policy governing the regulation of hazardous wastes. The policy has evolved as an internal US Environmental Protection Agency (EPA) policy that essentially allows the Agency to regulate materials that are outside the scope of the Resource Conservation and Recovery Act`s (RCRA) jurisdiction. The contained-in policy was originally developed to cover soil and groundwater issues, but the policy has evolved over time to cover other issues.
