This Safety Assessment (SA) contains the descriptions and evaluations of the significant environmental, health, and safety issues associated with the Hydrogen Use Areas at the Pinellas Plant. It provides the following: Site and facility descriptions; an overall description of the Hydrogen Use Areas and their operations; an evaluation of the hazards associated with processes and operations that utilize plant-supplied hydrogen gas; descriptions and analyses of the adequacy of measures taken to eliminate, control, or mitigate identified hazards; and assessment of potential accidents and their associated risks. This SA contains the results of safety evaluations of the Hydrogen Use Areas` operations, equipment, and supplied systems. The evaluations include, as appropriate, preliminary hazards listings, qualitative risk assessments, and quantitative risk assessments. An accident assessment was performed for each system or area that was identified in the preliminary hazard screening to contain hazards greater than those routinely encountered and accepted by the public. The accident assessment also includes a quantitative evaluation of the probabilities and consequences of those events that could endanger the public, the environment, or plant workers, if the risks posed are sufficiently high. These accident assessments are developed in detail to provide complete coverage of all safety issues, and utilize to some extent, the methodology and sophistication employed in Safety Analysis Reports, as mandated in DOE/AL 5481.1 B.
