Title: Thermal processing system concepts and considerations for RWMC buried waste

This report presents a preliminary determination of ex situ thermal processing system concepts and related processing considerations for application to remediation of transuranic (TRU)-contaminated buried wastes (TRUW) at the Radioactive Waste Management Complex (RWMC) of the Idaho National Engineering Laboratory (INEL). Beginning with top-level thermal treatment concepts and requirements identified in a previous Preliminary Systems Design Study (SDS), a more detailed consideration of the waste materials thermal processing problem is provided. Anticipated waste stream elements and problem characteristics are identified and considered. Final waste form performance criteria, requirements, and options are examined within the context of providing a high-integrity, low-leachability glass/ceramic, final waste form material. Thermal processing conditions required and capability of key systems components (equipment) to provide these material process conditions are considered. Information from closely related companion study reports on melter technology development needs assessment and INEL Iron-Enriched Basalt (IEB) research are considered. Five potentially practicable thermal process system design configuration concepts are defined and compared. A scenario for thermal processing of a mixed waste and soils stream with essentially no complex presorting and using a series process of incineration and high temperature melting is recommended. Recommendations for applied research and development necessary to further detail and demonstrate the final waste form, required thermal processes, and melter process equipment are provided.
