Low-lying collective quadrupole strengths in even-even nuclei

A simple ansatz that ``Nuclei not too near closed shells are as deformed as they can be within a single major shell`` appears to quantitatively reproduce the quadrupole deformations of even-even nuclei. The energy-weighted sum of the low-lying E2 strengths is found to be remarkably regular in its overall behavior.
