Title: Environment, Safety and Health progress assessment of the Oak Ridge Y-12 Plant, Oak Ridge, Tennessee

This report documents the results of the US Department of Energy`s (DOE`s) Environment, Safety and Health (ES&H) Progress Assessment of the Y-12 Plant in Oak Ridge, Tennessee. The assessment, which was conducted during the period of February 10 through February 21, 1992, included a selective review of the ES&H management systems and programs of the responsible DOE Headquarters (HQ) Program Office (Defense Programs (DP)), the DOE Field Office (Oak Ridge Field Office (OR)), the DOE Y-12 Site Office, and the site contractor (Martin Marietta Energy Systems (MMES)). The ES&H Progress Assessments are part of the Secretary of Energy`s continuing effort to institutionalize line management accountability and the self-assessment process throughout DOE and its contractor organizations. The purpose of the Y-12 ES&H Progress Assessment is to provide the Secretary with an independent assessment of the adequacy and effectiveness of the ODE and contractor management structures, resources, and systems to address ES&H problems and requirements. They are not intended to be comprehensive compliance assessments of ES&H activities. The Y-12 Progress Assessment was conducted by a team of 13 professionals from various DOE offices and their support contractors, with expertise in the areas of environment, safety, health, and management.
