Compliance monitoring detection and quantitation levels for utility aqueous discharges: For EPRI`s Analytical Methods Qualification (AMQ) Studies-I, II, III. Final report

The electric utility industry is required under the Federal Water Pollution Control Act to monitor their discharges for a number of parameters to ensure compliance with discharge permit limits. In some cases, these permit limits are set at levels that are below concentrations at which reliable measurements can be made in utility matrices. Many definitions of detection and quantitation have previously been published without clear specification of their intended use. EPRI recognized the need for definitions of detection and quantitation that specifically address regulatory monitoring needs and sponsored this effort to develop definitions for the Compliance Monitoring Detection Level (CMDL) and Compliance Monitoring Quantitation Level (CMQL). The CMDL and CMQL definitions developed by EPRI address the need for the use of interlaboratory standard deviation for compliance monitoring applications. The definitions use a computational approach which recognizes the change in standard deviation with concentration. Data collected from previous method validation studies under the EPRI Analytical Methods Qualification (AMQ) program were used to calculate CMDL and CMQL values for selected elements (primarily metals) in utility discharge streams. Seventeen different elements were examined in the AMQ-I, -II and -III studies by spectroscopic methods. The Compliance Monitoring Detection and Quantitation Level definitions and the CMDL and CMQL values obtained from the AMQ-I, -II and -III data are provided in this report.
