This report presents the results of a study which evaluates the application of an innovative topping steam turbine and a new, matched steam generator to repowered and new coal-fired steam electric power plants. The innovation is based on generation and expansion of 1300{degrees}F (705{degrees}C) supercritical steam. A small, high-speed steam turbine is designed using ``gas turbine attributes`` (i.e., small diameter, light-weight sections, etc.). High performance, fast start and rapid load following capabilities as well as maximum simplicity are incorporated in the design. The steam generator designed for this innovative steam plant is pulverized coal-fired and utilizes Alloy 617 superheater tubing. Emission control equipment based on the best available control technology is incorporated in the design. The conceptual steam cycle will be based on ``topping`` a traditional bottoming steam cycle operating at current steam temperature and pressure levels. Plant sizes range from 60 MW to 350 MW (and up to 700 MW with multiple units). Applications of this technology in both retrofit/repowering of antiquated steam plants and incorporation into newly designed steam plants is described. Cycle efficiency improvement, life extension, station capacity increase and reduction in the cost of electricity are all provided by this technology in the near term.
