Review of audit cognizance over cost-reimbursement contracts

(The purpose of the audit was to determine whether DOE met its Cognizant Federal Agency responsibilities). The use of cost-reimbursement contracts requires to Government to provide assurance that costs claimed by contractors are reasonable and allowable. As of October 1992, there were 280 DOE contractors with 724 cost-reimbursement contracts valued at $17.4 billion; 16 contracting offices are responsible for administering these offices. It was found that DOE`s contracting officials did not effectively perform their Cognizant Federal Agency responsibilities. Recommendations are given.
