This manual describes the use of the Analytic System and Software for Evaluating Safeguards and Security (ASSESS). ASSESS is a comprehensive approach for evaluating safeguards effectiveness against theft of special nuclear material by many different adversaries: insiders, outsiders, and colluding insiders and outsiders. The code consists of six modules: ASSESS Manager, Facility Description, Insider Evaluation, Outsider Evaluation, Neutralization, and Hand-off Collusion. The ASSESS Manager is designed to keep track of analyses completed and in progress. The Facility Description module allows you to describe the facility targets and safeguards components. Information gathered by the Facility Description module can then be used by the three evaluation modules. The Insider Evaluation module is based on a new model and includes extensive databases for adversary attributes and strategies; it also contains a reference detection database. The Outsider Evaluation module is an enhanced version of SAVI (Systematic Analysis of Vulnerability to Intrusion) that includes an expanded outsider threat spectrum and a faster path algorithm. The Neutralization module is based on BATLE (Brief Adversary Threat Loss Estimator). Hand-off (collusion, a new capability) considers a hand-off between an insider and an outsider group.
