Title: Advanced Coal Conversion Process Demonstration Project. Environmental Monitoring Plan

Abstract

Western Energy Company (WECO) was selected by the Department of Energy (DOE) to demonstrate the Advanced Coal Conversion Process (ACCP) which upgrades low rank coals into high Btu, low sulfur, synthetic bituminous coal. As specified in the Corporate Agreement, RSCP is required to develop an Environmental Monitoring Plan (EMP) which describes in detail the environmental monitoring activities to be performed during the project execution. The purpose of the EMP is to: (1) identify monitoring activities that will be undertaken to show compliance to applicable regulations, (2) confirm the specific environmental impacts predicted in the National Environmental Policy Act documentation, and (3) establish an information base of the assessment of the environmental performance of the technology demonstrated by the project. The EMP specifies the streams to be monitored (e.g. gaseous, aqueous, and solid waste), the parameters to be measured (e.g. temperature, pressure, flow rate), and the species to be analyzed (e.g. sulfur compounds, nitrogen compounds, trace elements) as well as human health and safety exposure levels. The operation and frequency of the monitoring activities is specified, as well as the timing for the monitoring activities related to project phase (e.g. preconstruction, construction, commissioning, operational, post-operational).   • The proposed Federal action is DOE providing cost-shared financial assistance to Western Energy Company (WECO) for design, construction, and operation of a facility that would use an advanced coal conversion technology to produce 46 tons per hour (tph) of an improved quality fuel. The objective of the process is to enhance the thermal value and environmental acceptability of subbituminous coals and lignite. The demonstration has been scaled large enough to generate sufficient data from design, construction, and operation to enable private industry to assess the potential for commercial application of the Advanced Coal Conversion Process (ACCP) technology. This project ismore » one of a number of demonstrations planned to be conducted to achieve the objectives of the CCT Program. Successful future commercial application of the ACCP technology could result in reduced atmospheric emissions in regions where the improved quality coal product is burned. Economic benefits would accrue in the form of lower costs to utilities that use the improved fuel instead of retrofit pollution control equipment. Potential environmental impacts are discussed. 4 figs., 2 tabs.« less

This project demonstrates an advanced, thermal, coal drying process, coupled with physical cleaning techniques, that is designed to upgrade high-moisture, low-rank coals to a high-quality, low-sulfur fuel, registered as the SynCoal{reg_sign} process. The coal is processed through three stages (two heating stages followed by an inert cooling stage) of vibrating fluidized bed reactors that remove chemically bound water, carboxyl groups, and volatile sulfur compounds. After thermal processing, the coal is put through a deep-bed stratifier cleaningmore » process to separate the pyrite-rich ash from the coal. Rosebud SynCoal Partnership`s ACCP Demonstration Facility entered Phase III, Demonstration Operation, in April 1992 and operated in an extended startup mode through August 10, 1993, when the facility became commercial. Rosebud SynCoal Partnership instituted an aggressive program to overcome startup obstacles and now focuses on supplying product coal to customers. Significant accomplishments in the history of the SynCoal{reg_sign} process development are shown in Appendix A.« less
