Institutional constraints to coal fly ash use in construction. Final report

Coal fly ash has many potential large volume uses as a construction material. Some of these applications are in cement and concrete products, structural fills and embankments, and in pavement base courses and subgrade stabilization. However, at the present time, only about 20 percent of the 50 million tons of fly ash produced annually in the United States is utilized. Numerous regulatory and institutional constraints exist that hinder ash use. This report presents the results of an extensive national and international study to determine the nature and extent of the institutional constraints to the use of coal fly ash in construction.
