The record of decision (ROD) (DOE 1988) on the Final Environmental Impact Statement, Hanford Defense High-Level, Transuranic and Tank Wastes, Hanford Site, Richland Washington identifies the method for disposal of double-shell tank waste and cesium and strontium capsules at the Hanford Site. The ROD also identifies the need for additional evaluations before a final decision is made on the disposal of single-shell tank waste. This document presents the results of systematic evaluation of the present technical circumstances, alternatives, and regulatory requirements in light of the values of the leaders and constitutents of the program. It recommends a three-phased approach for disposing of tank wastes. This approach allows mature technologies to be applied to the treatment of well-understood waste forms in the near term, while providing time for the development and deployment of successively more advanced pretreatment technologies. The advanced technologies will accelerate disposal by reducing the volume of waste to be vitrified. This document also recommends integration of the double-and single-shell tank waste disposal programs, provides a target schedule for implementation of the selected approach, and describes the essential elements of a program to be baselined in 1992.
