Report of investigation into allegations of retaliation for raising safety and quality of work issues regarding Argonne National Laboratory`s Integral Fast Reactor Project

This report has been prepared by the Department of Energy`s Office of Nuclear Safety concerning allegations made by James A. Smith, a former employee of Argonne National Laboratory-West, located near Idaho Falls, Idaho. Smith, who holds a Ph.D. in metallurgy, was employed as an associate engineer and experimenter at ANL-W from April 1988 until his resignation in August 1990. When he resigned, Smith requested DOE`s Chicago Operations Office to investigate his allegations that ANL-W and ANL`s Chicago-area laboratory (ANL-E) had sponsored substandard work related to ANL`s Integral Fast Reactor project. (Both ANL-E and ANL-W are operated by the University of Chicago under contract to DOE). Smith alleged that the defective work included fundamental errors in metallurgy and related sciences, at least some of which had nuclear safety implications, that ANL had published false and misleading accounts of its work, and that attitudes prevailed at ANL that were antithetical to quality scientific work. Smith also alleged that as a result of expressing these concerns he was subjected to various forms of intimidation and retaliation by ANL-W managers. This report discusses the investigation, the issues, the background of the allegations, and recommendations.
