Title: Modeling the fixed FGD sludge landfill, Conesville, Ohio. Phase 1

A full-scale application of IU Conversion Systems, Inc. fixation process for treating flue gas desulfurization (FGD) sludge is in operation at the Conesville Power Station of the Columbus and Southern Ohio Electric Company. The leaching and potential groundwater contamination aspects of FGD sludge disposal at the Conesville site were studied in some detail to provide information useful to utilities making decisions regarding the disposal of FGD sludge. This report documents the first phase of a two-phase study. Phase I entails data collection and model preparation, whereas Phase II will include extensive field monitoring, model application, and a final assessment. In Phase I, a model data base was formulated and laboratory studies were conducted to determine saturated and partially-saturated permeabilities of sludge and ash materials, and to describe the composition and distribution of the sludge and ash leachate. The data base and laboratory results were used to implement, calibrate, and verify a two-dimensional, finite difference, hydrologic flow model for the study area. The model output was coupled with a technique of graphing contaminant arrival distribution to predict the distribution in time and space of contaminants traveling with the groundwater within the study area.
