Richard T. Kennedy, Undersecretary for Management of the State Department, and W. Kenneth Davis, Deputy Secretary of Energy of DOE, testified on the need to balance US nuclear trade policy with nonproliferation goals and the need for international cooperation on plutonium reprocessing. Kennedy explained President Reagan's position, emphasizing the importance of inhibiting the transfer of reprocessing information and technology and the importance of reestablishing the US as a reliable trading partner for breeder-reactor development under safeguards. Davis also described the administration's position on reprocessing as it relates to nonproliferation policy and the transfer of sensitive technology in response to Senator Glenn's challenge that the two are incompatible.
