Richard T. Kennedy of the Department of State, Henry E. Thomas of DOE, and Ronald F. Lehman II of the Department of Defense were the principal witnesses in a hearing on the proliferation of nuclear weapons, which may soon give twenty nations a nuclear capability. The major issue is the attitude of nuclear suppliers and their willingness to take responsibility for potential weapons materials and technology. The recent swell in public demand for a nuclear freeze prompted new hearings on the issues. Letters, statements, and reports submitted for the record follow the testimony of six witnesses. (DCK)
