Lehman II of the Department of Defense were the principal witnesses in a hearing on the proliferation of nuclear weapons, which may soon give twenty nations a nuclear capability. The major issue is the attitude of nuclear suppliers and their willingness to take responsibility for potential weapons materials and technology.
