H. R. 2400: This Act may be cited as the Wetlands Stewardship Act of 1991, introduced in the US House of Representatives, One Hundred Second Congress, First Session, May 20, 1991
This bill was introduced into the US House of Representatives on May 20, 1991 to amend the Federal Water Pollution Control Act to provide for the wise management of wetlands. The purpose of this legislation is to provide a balanced approach to wetlands conservation that protects this nation's wetlands resources while providing for the needs of landowners, industry, and commerce. Wetlands constitute an estimated 5% of the land area in the United States, and are mostly located on privately owned lands. Wetlands are estimated to have been reduced by more than 50% in the contiguous United States since its founding, and continue to disappear by approximately 300,00 acres each year. Therefore, a course of action that achieves a balance between the protection of valuable wetland resources and economic needs is required.
