The design of an ammonia-based selective catalytic reduction (SCR) system for denitrification of flue gas in a pulverized coal-fired, 295-MWe Chambers Cogeneration Plant is presented. This is the first U.S. coal plant to be equipped with an SCR unit and the plant startup in May 1993. This paper describes NO{sub x}-ammonia reaction NO{sub x}-ammonia reaction chemistry and special SCR design along with a catalyst management strategy to comply with the regulations and requirements of the State of New Jersey Department of Environmental Protection. The design of an aqueous ammonia system, developed based on a 50% redundancy in principle, and the ammonia injection and control schemes are also discussed.
