The adaptive management (AM) strategy described herein establishes the process, understanding and tools necessary to adaptively manage the ESH element of the response to the 2003 Biological Opinion for the next 10-15 years. The AM strategy is intended to assist the Corps of Engineers, U.S. Fish and Wildlife Service and their stakeholders in making decisions regarding how to best improve populations of tern and plover through habitat creation.
