The AN 241.3 is required for submission of scientific and technical information (STI) to OSTI in order to ensure proper handling, announcement, and dissemination in accordance with DOE statutory responsibilities. There are basic requirements for metadata fields, however, other optional/non-mandator...y data fields should be included in the AN when possible. The information included in the 241.3 provides information required to appropriately identify, process, and/or announce and disseminate the results of work funded by DOE. It is utilized by DOE Financial Assistance Recipients/Non-Major Contractors and submitted with each STI report or product. An AN 241.3 should be submitted using E-Link (link is external). The Department of Energy (DOE) requirements for reporting scientific and technical information (STI) for financial assistance awards is established by DOE O 241.1B, the DOE Special Terms and Conditions for Grants and Cooperative Agreements (link is external), 2 CFR 910, 48 CFR 935.010, and 10 CFR 60...5 (The Office of Science Financial Assistance Program).The initiator of the financial assistance award, usually the sponsoring program office, in coordination with the Contracting Officer, specifies the type, frequency, and content of STI reports or products required under the corresponding financial assistance award. The DOE Federal Assistance Reporting Checklist and Instructions (DOE F 4600.2) (link is external) provides a checklist of STI reporting requirements and instructions for submitting STI for DOE financial assistance awards. DOE's Contracting Officers are required to ensure that the STI products required by the reporting checklist are included in the award agreements and are provided to OSTI as specified per the terms and conditions of the award. Additional Guidance for submission of STI products is provided by way of the DOE Financial Assistance Guide (link is external).Generally, research and development (R&D) awards require a final scientific/technical report which is to be submitted within a certain time after the expiration of an award.  Submissions of final, peer-reviewed accepted manuscripts for published articles resulting from the award are also required, per the DOE Public Access Plan (link is external).  Additionally, awards may call for identification of STI products developed under the award and technology transfer activities, i.e., journal publications; other public releases of research results; Web or Internet sites that reflect project results; software; databases; inventions; patent applications and/or licensing agreements, some of which are suitable for announcement and availability as STI. Another example of an appropriate STI submission includes documents that provide an analysis or summary of the research program.Submitting STI Products to DOE via Energy-Link (E-Link)The financial assistance recipients must submit the required STI products resulting from R&D funded work as specified by the DOE F 4600.2 (link is external).Contracting officers and contracting officer technical representatives are responsible for ensuring that the required STI products, as identified on DOE F 4600.2, are monitored and provided to OSTI per the DOE F 4600.2 instructions. DOE contracting officers, DOE STI releasing officials, and other select DOE office staff will be provided access to E-Link upon request to ensure appropriate review of the DOE Announcement Notice (AN) 241.3 metadata and the accompanying full-text for the product submission. Prior to releasing the AN 241.3 and corresponding STI product, the respective DOE office's STI releasing official is responsible for ensuring appropriate review of the announcement data and the accompanying full-text for restrictions on the announcement and availability of the full-text information. This review will include the identification of any restrictions on the announcement, accuracy of data protection markings consistent with the respecting AN 241.3 IP Distribution Limitation, and availability of the full-text; correction of previously submitted records, if necessary; and the release of STI products to OSTI.Contract Closeout Related to STI ProductsContracting officers are to ensure that required STI products are submitted electronically and received by the Department by way of Energy-Link (E-Link) prior to closing out the award. Contracting officers or other DOE staff may obtain a password to access E-Link and can query the STI metadata for their respective awarding office. S. Patent and Trademark Office (USPTO). The patent gives the holder exclusive rights to a process, design or new invention for a designated period of time. The assignee could be a government agency or a company that is a contractor or grant recipient. After a patent is issued, the USPTO includes the patent in its database, making the patent application, full text, and other descriptive information accessible to the public. If DOE-funded research led to the patent, then this research result is of interest to DOE as a form of STI. Facts, figures, analyses, and assumptions used during the life of the project to support the results are used to convey to the scientific community the findings during the project. Technical reports are an important source of STI derived from research projects sponsored by DOE and may include more comprehensive or in-depth experimental details than scholarly papers or presentations can. Workshop reports are similar in format, but the content is derived from a workshop, conference, or similar venue which focuses on a specific scientific or technical problem or topic. The workshop report may summarize various papers and presentations or give a synopsis of the topics addressed during the meeting. As a DOE STI product, a workshop report is typically prepared by a research organization (e.g., a lab or a university) as requested by a DOE program or subprogram to address a certain research topic. It may contain a detailed written study of a single specialized subject or an aspect of it, including a manual describing a particular process. Each volume is a self-contained work, yet monographs may be a published in a series to provide detailed information on a specialized scientific or technical topic. A book may also be composed of chapters, and the STI product may be just one part or topic in the whole book to be published. Books and monographs may be published by the originating site (e.g., as e-books or technical fact sheets) or by a commercial publisher. If the STI product is a chapter, reference should also be made to the whole book. Individual papers and presentations are those presented at an event by an individual whose work was sponsored by DOE, while a conference proceeding is the compilation of a group of papers from a conference, workshop, seminar, etc., typically prepared at the request of a DOE program that sponsored work in the area covered by the conference. Papers and proceedings are typically PDF documents, while presentations may be PowerPoint slides or videos. This type of document may contain programmatic analyses, research needs assessment, outcome of a workshop on a specific technology or scientific topic, strategic or operational plan, or other types of program-specific information. The format may be similar to a technical report; however, since it contains an official government perspective, it would not include a disclaimer. The Program Office may have funded the preparation of the document through a contract or grant and will have significant involvement in the final content. Datasets may consist of numerical data, simulations from computer models, figures, tables, data plots, GIS data supporting interactive applications, genomic data, or other forms of non-textual data which are a basic component of research results. Often these datasets are referenced in publications and in some cases, are made available as supplemental information. To announce datasets through the OSTI STI process, the scientific research data must be posted at a DOE site, DOE Data Center, or other publicly accessible location such as an open repository. The URL (and DOI, if available prior to submission) must be included in announcement notice metadata. This link will typically take the user to a landing page which describes the dataset and what to expect in more detail. Datasets cannot be uploaded or stored at OSTI. This final version of the article which has been accepted by a publisher includes changes made during the peer-review process. Thus, it has the same content as the published article, but it is not the final published version or reproduction copy of what appears in the journal (i.e., it is not a "reprint" of the published article). The key criteria for submission of accepted manuscripts to DOE OSTI are (1) DOE partially or completely funded the research reflected in the article or accepted manuscript and (2) the article has been accepted for publication in a peer-reviewed journal. It is preferred that the final journal publication information (e.g., Digital Object Identifier) be included at the time of submission to OSTI to aid in the processing and display of the best available version.
