DOE Programs fund research and other scientific endeavors. For those activities where the STI is not submitted by National Labs, major sites, or through financial assistance awards, it should be submitted by the DOE Program.  DOE Programs have the option to provide metadata via the Announcement Noti...ce 241.1 on E-Link. The metadata-based announcement notice generated and supplied by DOE and contractors for unclassified STI products includes metadata elements that provide identification of and attribution for DOE's STI.  It also includes key identifiers; descriptive elements, review and release information, and medium, format, and location elements. Some elements are required, while others are optional.  Submitters must provide required information and are highly encouraged to include optional information wherever possible.Steps Required to Provide STI to DOE:Apply for E-Link Access. Questions about E-Link should be directed to OSTI @ 865-576-4070.Identify STI product type and check the AN 241.1 instructions or Submission Basics to determine which business rules apply to your submission. If the product you are submitting is a journal article, be sure to check the requirements for including the author's accepted, peer-reviewed manuscript.Review full-text document for sensitivities and protected Personally Identifiable Information (PII).The STI Releasing Official should: Prior to the submission of the announcement notice and full-text document through E-Link, verify that all necessary reviews have been completed.Verify that the STI product should be released by OSTI in accordance with the intellectual property/distribution limitation marked on the AN 241.1 and submit.Program Offices also have the option to send STI directly to OSTI via STI submission at STIP@OSTI.GOV.  An OSTI staff member will work with the Program to ensure appropriate submission.

Journal Article/Accepted Manuscript For awards made on or after October 1, 2014, submission to DOE of final peer-reviewed accepted manuscripts is required (see Public Access FAQs). Even if not specifically required under earlier awards, the recipient/author may submit an accepted manuscript of a journal article for work published as a result of DOE funding for inclusion in DOE PAGES.The final peer-reviewed accepted manuscript is to be electronically submitted using the AN 241.3 (link is external) submission tool.Software If software is the final deliverable, submit via:DOE CODE - supports submission and announcement of DOE-funded unlimited (open and closed source) availability software (including closed source, proprietary software)AN 241.4 (link is external) - supports announcement of limited software (Controlled Unclassified Information (CUI), including DOE Official Use Only (OUO) and Export Controlled Information (ECI))Technical Reports Final Scientific/Technical Reports/Products are to be provided electronically in Adobe Portable Document Format (PDF) and be one integrated PDF file that contains all text, tables, diagrams, photographs, schematic, graphs, and charts. Ensure documents are not encrypted or password-protected.Final Scientific/Technical Report/Products must be accompanied by a completed AN 241.3 (link is external).No password is required to access the AN 241.3.Set the browser to accept all cookies before starting the submission process.Be sure to input the contract number accurately. AN 241.6 (link is external) - Login information is not needed. Use the step-by-step Web Submission Interface to complete submission of the dataset metadata record. Questions related to submission of dataset metadata may be sent to DOEDataID@osti.gov. Submission Process Review Final Scientific/Technical Report/Product for sensitivities listed on AN 241.3 under "STI Product Review/Release Information" and for protected Personally Identifiable Information (PII) prior to upload.Whether the distribution of the final report/product is to be unlimited (publicly releasable) or controlled, submit both the AN 241.3 and the final report/product. E-Link provides Secure Socket Layer (SSL) protection of the document submitted.Protected Personally Identifiable Information defined in the DOE F 4600.2 instructions should be excluded from the final report/product as well as the AN 241.3.Prior to submission of AN 241.3 and final report/product via E-Link, ensure documents with controlled distribution are appropriately marked according to the DOE F 4600.2 instructions listed under Section B., Scientific/Technical Reporting or other guidance. During submission, you must certify that this has been done.Refer to the DOE Contracting Officer or Award Administrator for additional instructions related to the submission.Non-scientific technical reports/deliverables and draft/informal reports should not be submitted via E-Link.
