The intent of this page is to provide an overview of the Roles and Responsibilities of new and current Scientific and Technical Information points-of-contact. It is not a requirements document, but instead is intended to describe best practices for implementing STI management as listed in the DOE O...rder 241.1B (link is external) and are to be carried out by the DOE elements and major site/facility management contractors, as appropriate. (This document does not replace requirements listed in the DOE Order 241.1B (link is external) or in the Contractors Requirement Document (CRD) contained with DOE Order 241.1B (link is external))The Scientific and Technical Information Program (STIP) is comprised of the Department's program managers, and scientific and technical information professionals who work collaboratively to fulfill DOE's obligation for the timely collection and broad dissemination of the Department's STI. The STIP fundamentally involves the government's responsibility to be accountable for tax dollars spent on R&D and other scientific endeavors, its role in technology awareness, and transfer to the domestic and global user community.STIP is executed through strategic goals and objectives and implemented in partnership with the major site/facility management contractors and DOE representatives. The STIP community members play a major role in the success of the Department's and in the success of the Department in ensuring that STI resulting from research at the laboratories is appropriately managed, accounted for, and disseminated as appropriate.Their primary responsibility is to:Effectively manage the DOE-sponsored STI, therefore ensuring that U.S. citizens are realizing a maximum return on investment, while ensuring information is appropriate marked and managed in accordance with any statutory access limitations.Ensure that the STI is accessible for contributing to the advancement of science and technology.Although coordination of STIP is the responsibility of OSTI, the success of the Program depends on the active participation and involvement of each of the STI representatives.

Journal Article/Accepted Manuscript
For awards made on or after October 1, 2014, submission to DOE of final peer-reviewed accepted manuscripts is required (see Public Access FAQs). Even if not specifically required under earlier awards, the recipient/author may submit an accepted manuscript of a journal article for work published as a result of DOE funding for inclusion in DOE PAGES.The final peer-reviewed accepted manuscript is to be electronically submitted using the AN 241.3 (link is external) submission tool.Software

Final Scientific/Technical Reports/Products are to be provided electronically in Adobe Portable Document Format (PDF) and be one integrated PDF file that contains all text, tables, diagrams, photographs, schematic, graphs, and charts. Ensure documents are not encrypted or password-protected.Final Scientific/Technical Report/Products must be accompanied by a completed AN 241.3 (link is external).No password is required to access the AN 241.3.Set the browser to accept all cookies before starting the submission process.Be sure to input the contract number accurately. If an invalid contract number error message appears, contact OSTI for assistance at (865) 576-4070 or email Elink_Helpdesk@osti.gov.Ensure all required data indicated in red and preceded by an asterisk is completed prior to uploading the scientific/technical report or product.After submitting the document, print a copy of the submission confirmation as a record copy. Retain a record of the OSTI ID for the item submitted as it may be required during progress reporting or project close-out.A notification regarding the submission will be sent to your DOE contracting officer/contract specialist and DOE Releasing Official.Datasets
Although not currently a required deliverable for financial assistance awardees, a service is offered by OSTI whereby a Digital Object Identifier (DOI) will be assigned and registered with DataCite for subsequent use in citing the scientific data in, for example, published articles.
AN 241.6 (link is external) - Login information is not needed. Use the step-by-step Web Submission Interface to complete submission of the dataset metadata record.

Submission Process
Review Final Scientific/Technical Report/Product for sensitivities listed on AN 241.3 under "STI Product Review/Release Information" and for protected Personally Identifiable Information (PII) prior to upload.Whether the distribution of the final report/product is to be unlimited (publicly releasable) or controlled, submit both the AN 241.3 and the final report/product. E-Link provides Secure Socket Layer (SSL) protection of the document submitted.Protected Personally Identifiable Information defined in the DOE F 4600.2 instructions should be excluded from the final report/product as well as the AN 241.3.Prior to submission of AN 241.3 and final report/product via E-Link, ensure documents with controlled distribution are appropriately marked according to the DOE F 4600.2 instructions listed under Section B., Scientific/Technical Reporting or other guidance. During submission, you must certify that this has been done.Refer to the DOE Contracting Officer or Award Administrator for additional instructions related to the submission.Non-scientific technical reports/deliverables and draft/informal reports should not be submitted via E-Link.

One specific mission of the Department of Energy Office of Scientific and Technical Information is to disseminate the STI originating from the Department's R&D and other science and technology activities. OSTI develops and hosts search tools for an extensive collection of STI originating from DOE an...d its predecessor agencies. This accessible collection of STI includes research results and science information from the Manhattan Project to the present, encompassing research emanating from national laboratories and DOE contractors as well as research funded through Financial Assistance Awards.

To ensure research results are incorporated into Departmental scientific and technical information (STI) products, OSTI provides several mechanisms for DOE laboratories and major sites/facilities to provide STI to OSTI for processing and output in OSTI's search products.
The majority of labs/sites/facilities have streamlined their announcement process by observing OSTI's established Application Programming Interface (API) process. In addition, DOE labs, sites and facilities may utilize the corporate system, developed and maintained by OSTI for the management of DOE STI. E-Link is used by DOE-funded financial assistance recipients (i.e., grantees), DOE national laboratories and other major facilities, and by DOE offices at HQ and in the field.Within E-Link, OSTI provides different Announcement Notices for different audiences and product types.
