DOE-funded STI originates primarily from research and other activities performed by site/facility management contractors, direct DOE-executed prime procurements, DOE-operated research activities, and financial assistance recipients, in addition to DOE employees. Scientific findings are communicated through various media - e.g., textual, multimedia, audiovisual, and digital - and are produced in a range of products such as technical reports, conference papers and presentations, theses and dissertations, scientific and technical computer software, journal articles, workshop reports, patents, publicly available scientific research datasets, or other types of STI. STI may be classified, Unclassified Controlled Nuclear Information (UCNI), Controlled Unclassified Information (CUI), or unclassified with no access restrictions. Scientific and Technical Information Program Overview (link is external) The U.S. Department of Energy (link is external) (DOE) conducts research and development (R&D) and other science and technology endeavors in a variety of fields. The knowledge gained during the R&D process is frequently imparte...d through scientific and technical information (STI), a key outcome of DOE R&D and other activities. Within the DOE Office of Science, the Office of Scientific and Technical Information (OSTI) has the responsibility for coordinating STI activities and for leading a collaborative effort to a distributed STI environment. To that end, OSTI and designated representatives from the headquarters programs, field offices, national laboratories, and facility contractors who are STI program stakeholders work together to facilitate access to STI and identify best practices, as well as objectives and goals. These STI program stakeholders are actively involved in the creation, processing, dissemination, and preservation of STI. Through the use of innovative technologies and open communication, these activities are successfully being achieved. Established in 1947, OSTI fulfills agency responsibilities related to the collection, preservation, and dissemination of scientific and technical information emanating from R&D performed by DOE and predecessor agencies, the Atomic Energy Commission and the Energy Research and Development Administration. Public Access comprises the efforts of U.S. federal science agencies to increase access to unclassified scholarly publications and digital data resulting from federal research and development (R&D) funding.  While OSTI has provided public access to DOE's unclassified R&D results throughout its histo...ry, the incremental change reflected in the DOE Public Access Plan is the addition of final accepted manuscripts/journal articles, which OSTI makes publicly available within 12 months of publication.  Access is provided through both OSTI.GOV and the DOE Public Access Gateway for Energy and Science (DOE PAGES). As required by the White House Office of Science and Technology Policy (OSTP), the Department of Energy has prepared, secured approval of and posted the DOE Public Access Plan for providing access to the results of DOE-funded scientific research.  This positions the Department and its dedicated STIP representatives to enable public access to scholarly scientific publications.Figure 276017: PAGES250px 2019icon Min PAGES250px 2019icon Min This image renders logo for DOE PAGES website.Logo has text stating - Department of Energy DOE PAGES - Public Access Gateway for Energy and Science. Established in 1947, the Office of Scientific and Technical Information (OSTI) grew out of the post-World War II initiative to make scientific research of the Manhattan Project as freely available to the public as possible.  Today, OSTI fulfills the responsibilities related to the collection, prese...rvation, and dissemination of scientific and technical information originating from Department of Energy R&D activities. This responsibility has been summarized in the legislation of DOE and its predecessor agencies and, more recently, was defined as a specific OSTI responsibility in the Energy Policy Act of 2005 (P.L. 109-58), Section 982.  "The Secretary, through the Office of Scientific and Technical Information, shall maintain with the Department publicly available collections of scientific and technical information resulting from research, development, demonstration, and commercial applications activities supported by the Department." STI-Related DOE Directives Dissemination of scientific and technical information (STI) resulting from Department of Energy (DOE) research and development programs promotes scientific progress and public understanding and has been a fundamental requirement since the founding of the Department and its predecessor agencies.  A number of laws require the Department to make its information available, while others place some limits on the dissemination of scientific and technical information for which the unauthorized release would be detrimental to national interests and security.
