Title: WABASH RIVER COAL GASIFICATION REPOWERING PROJECT

The close of 1999 marked the completion of the Demonstration Period of the Wabash River Coal Gasification Repowering Project. This Final Report summarizes the engineering and construction phases and details the learning experiences from the first four years of commercial operation that made up the Demonstration Period under Department of Energy (DOE) Cooperative Agreement DE-FC21-92MC29310. This 262 MWe project is a joint venture of Global Energy Inc. (Global acquired Destec Energy's gasification assets from Dynegy in 1999) and PSI Energy, a part of Cinergy Corp. The Joint Venture was formed to participate in the Department of Energy's Clean Coal Technology (CCT) program and to demonstrate coal gasification repowering of an existing generating unit impacted by the Clean Air Act Amendments. The participants jointly developed, separately designed, constructed, own, and are now operating an integrated coal gasification combined-cycle power plant, using Global Energy's E-Gas{trademark} technology (E-Gas{trademark} is the name given to the former Destec technology developed by Dow, Destec, and Dynegy). The E-Gas{trademark} process is integrated with a new General Electric 7FA combustion turbine generator and a heat recovery steam generator in the repowering of a 1950's-vintage Westinghouse steam turbine generator using some pre-existing coal handling facilities, interconnections, and other auxiliaries. The gasification facility utilizes local high sulfur coals (up to 5.9% sulfur) and produces synthetic gas (syngas), sulfur and slag by-products. The Project has the distinction of being the largest single train coal gasification combined-cycle plant in the Western Hemisphere and is the cleanest coal-fired plant of any type in the world. The Project was the first of the CCT integrated gasification combined-cycle (IGCC) projects to achieve commercial operation.
