Parking and routing information system phase 1 evaluation -- Data management and quality control/quality assurance plans
Abstract
A parking and routing information system (PARIS) is being designed and deployed at a test site on the Mountain Home Veterans Administration campus in Johnson City, Tennessee using three sensor technologies. The purpose of the PARIS project is to demonstrate innovative integration of vehicle sensing technologies with parking management strategies to improve mobility and relieve congestion associated with a growing medical technology complex. Oak Ridge National Laboratory`s (ORNL) role during phase 1 of the project is to act as the independent evaluator. This technical memorandum presents two plans, Data Management Plan and Quality Control/Quality Assurance (QC/QA) Plan, which were developed to support ORNL`s responsibilities and functions. The purposes of the Data Management Plan are to coordinate the data needs which will be addressed in four individual evaluation test plans and to deal with the data issues facing the phase 1 evaluation as a whole. The objectives of the QC/QA Plan are to ensure that the evaluation is conducted properly, to guarantee that the data which will be collected are valid and properly analyzed, and to make sure that the test results are accurately recorded and reported.
