This document contains the papers presented at the third of a series of topical conferences sponsored by Argonne National Laboratory and the U. S. Atomic Energy Commission on specific topics related to the development of fast power breeder reactors. The proceedings of the first of these conferences, held in October 1963 and entitled "Breeding, Economics and Safety in Large Fast Power Reactors," were issued as ANL-6792. The proceedings of the second, held in October 1965 on "Safety, Fuels and Core Design in Large Fast Power Reactors," were issued as ANL-7120. A related conference on "The Physics of Breeding" was held at Argonne in October 1959, with the proceedings issued as ANL-6122. We at Argonne realize that the success of these topical conferences is the direct result of active participation by many of the scientists and engineers involved in the development of fast reactors. We express our thanks to the U. S. Atomic Energy Commission and the participating organizations from abroad for making possible such meetings in which the recent developments on specific topics are reviewed and the basis for a cooperative effort on the remaining problems established. These proceedings have been edited by A. Glassner, Joyce Kopta, and W. C. Redman. In the interest of prompt publication we have relied on the scientific secretaries for the specific sessions to present in brief form the discussions stimulated by the papers presented. The editors trust that the individual speakers will find that the essential aspects of these discussions have been maintained. In order to provide a complete record of this conference, the talk presented at the banquet by Chauncey Starr on "The Fast Reactor Development Program," and a timely report presented by Eldon L. Alexanderson, "Preliminary Report on Fuel Damage in the Fermi Reactor," have been included in this document. I wish to acknowledge the able guidance and willing assistance provided by William G. Davey and George J. Fischer in formulating the program. Finally, on behalf of all participants I express our appreciation of the efficient manner in which Dorothy Carlson, Florence O'Neill, Cyrilla Hytry, and Elizabeth Wallis handled the myriad of administrative details and thereby contributed to an effective meeting.
