The economic survey of heavy-water-moderated, natural-uranium-fueled power reactors was completed this quarter. The results showed that the cost of power from a very large boiling-D/2 sub/O-cooled power reactor of the pressure tube type (i.e., 9.5 mills/kwh for a 400Mw(s) capacity) is the lowest cost for electricity from any of the reactors considered in the study, but that it is still as much as 50% higher than the cost of power from fossil-fueled plants of comparable size in the United states. The Heavy Water Components Test Reactor (HWCTR) was operated most of the month at a power level of about 40 Mw for irradiation tests of various types of fuel assemblies. During reactor operation, a cladding failure occurred in an assembly of unalloyed U tubes in Zircaloy sheaths. This was the second such failure in recent weeks; therefore, all other U metal assemblies were removed from the HWCTR pending identification of the cause of the failures. An evaluation of the status of heavy-water-moderated reactors as of March 1963 concludes that these reactors are attractive for development and commercialization in the U. S. nuclear power program.
