Isthmian Canal Plans - 1964 (Final Draft)
The AEC's nuclear operations program is made up of those activities required to (a) emplace and fire the nuclear explosives required in support of canal construction; (b) conduct the radiological safety, ground shock, air blast, meteorology and other programs required to fulfill AEC's agency responsibility for assuring safety in connection with nuclear excavation operations; and (c) provide operational direction and management of the total nuclear operations program. The concept under which the Nuclear Operations Program is planned is based on the assumption that the AEC's field program will be carried out under a project organization which would have responsibility for overall management of the total canal project and for support to project participants in the field. AEC Nuclear Operations would be conducted by an AEC Project Manager, who would have responsibility for execution of AEC's agency functions and would report during the operational period to the head of the total project organization. The total project organization would furnish all construction, field and logistic support to AEC participants, and collect and disseminate all data required by the AEC in the fields of geology, hydrogeology, hydrography and topography. AEC would provide personnel and specialized equipment to conduct the AEC's program responsibilities, but otherwise would look to the PCC (or Project Organization) for its support to project participants in the field.
