Congress`s nuclear waste {open_quotes}contract with America{close_quotes}-Where do we go from here?
The 50-year history of the U.S. high-level nuclear waste program claims not a single kilogram of waste disposed. Now more than ever this matter demands a solution, for economic and other reasons. There are many things that must be corrected if the waste program is to ever turn the corner. There must be established an independent public corporation with a single mandate: high-level nuclear waste disposal. At the top, it would have as structure a board of directors made up of individuals that want the disposal initiative to succeed, such as utility CEOs, utility regulatory commissioners, congressional and/or presidential sppointees, and others vitally concerned with thes progress. Decisions would not be subject to the political interests or pressure for the DOE, the Secretary or the Administration. The competiton for authorization among DOE divisions must be eliminated. And the vital need for interim storage must be met. An independent, accountable agency with a properly designed management structure is at the heart of the solution.
